Historical Building Code, Essential Services Building Act, CALGeen ??

Hazardous Materials Management Plan is part of the California fire code under the cal Heath and saftey code. State fire marshal works with cal EPA for responsibility so it seems ESBA would be best answer.
Note- cal green requires a construction waste management plan but doesn't say anything I can find about haz mat management plan.

At a construction site it is very important to be aware of HAZARDOUS MATERIAL so you can separate it from other waste and properly dispose of it.Prior to a demolition, it is necessary to identify and remove hazardous wastes. You should also be prepared to deal with hazardous waste generated during construction and at the end of the project.
