If a local coastal program has been adopted by the california coastal commission, which local agency has the authority to approve- planning dept or design review?

What's "design review?
The local authority (city or county) approves and permits the project per their protocol.

So the local authority can select the design review board or planning dept to approve.
I'm referring to the woo project scenario question 15: which agency has the authority to approve this project as designated by the CCA?
1- Cal Coastal Com.
2- Orange County board of sups
3-City of Laguna Beach Design Review Board
4-City of Laguna Beach Planning Dept.

3 and 4 look to be right but Woo states in his answers that 4 does not have authority to give discretionary approval.

There's no mention of discretionary approval in the question so why would 4 be more right than 3?
How would you know which agency Laguna beach has designated without more info?

Why would the planning department be interested in a specific building? They're more interested in the ordinances that govern individual buildings.

According to the CEQA website, "discretionary approval" is "a decision in which a governmental agency can use its judgment in deciding whether and how to carry out or approve a project". In terms of the question, "authority to approve" = discretionary approval.

Both the Laguna beach design review board and planning commission review request for coastal development permits.

However- The design review authority is required to make findings to grant a CDP

I'm still under then assumption the design review boards decision is not mandatory like the planning dept.

DRBs don't exist in every city and county.

Planning Commission
The Planning Commission is a City Council appointed Commission whose members are charged with the duties of an officially appointed "planning agency" as required by California State law. The Planning Commission performs all of the following functions: 1) prepares, periodically reviews, and revises, as necessary, the City's General Plan; 2) implements the General Plan through actions including, but not limited to, the administration of Specific Plans, including the Downtown Specific Plan, and zoning and subdivision ordinances; 3) annually reviews the City's Capital Improvement Program of the City for its consistency with the General Plan; and 4) endeavors to promote public interest in, comment on, and understanding of the General Plan, and regulations relating to it. The Planning Commission usually meets twice a month on the second and fourth Wednesdays of each month at 6:30 p.m. in City Council Chambers at 505 Forest Avenue.

Board of Adjustment/Design Review Board
The Design Review Board is a City Council appointed Board whose members are charged with the review of certain proposed development projects to determine whether or not the proposed development conforms with the policies of the City's General Plan, Certified Local Coastal Program, Zoning Standards and Design Review Criteria specified in the Municipal Code Section 25.05.040(H). The Design Review Board plays a large role in protecting the village atmosphere of the City. The Design Review Board usually meets twice a month on the second and fourth Thursdays of each month at 6:00p.m. in City Council Chambers at 505 Forest Avenue.

Again, that's not universal.

This question is very good and important to me.
I collected here and there and thought once granted Coastal Program,
the local agency likely to have that vested power is Planning Dept,
given the similarity of coastal zone to land use, zoning and general plan
which are their turf.
As Coach said here, it also depends on each locality specific protocols.
And I have seen such answer from Woo, selected Planning Cx over
Planning Dept because PlanningCx has "stronger governmental power"
(being selected from City Councils).
I could not see Building Safety nor Public Work be a good fit for LCP.

As for Design Review Board, I heard it's a "no no" because they are not
people representatives. Well, so does Planning Department, we don't vote
for them, they are just employees of the city/cnty
