Q: Who is the Responsible agency in the CEQA process?

A: The Responsible agency is the public agency with 'Discretionary approval authority' over a portion of the CEQA project and interfaces with the Lead agency.

Real Q: IS this 'Discretionary approval authority' the same as the 'Discretionary authority' of a Planning Commission or DRB when a CUP or variance, etc. is required?

I don't recall presenting to the DRB and then needing to deal with CEQA on any project. I guess the discretionary part would come from the PLanning commission approval but not DRB...
