I'm a little confused about coastal zone and permitting
the zone is 1000yds inland, 100yds or so in urban areas and the highest ridgeline/5mi at estuaries blah blah
but you only need a coastal permit within 300 ft of average high tide or coastal bluff or between first road and the sea? You don't need one for the 1000 yds? Seems like there are zones within zones......

Maybe its a discretionary permit in the 300 ft thing but a ministerial beyond that?

From a flashcard in an old passx packet it looks like thats a jurisdiction that the coastal commission retains from the LCP in addition to tidelands, submerged lands and public trust lands.
