Which changes to a building will be required if a city wants to convert an assembly building into an Essential Services Building?

seismic retrofit to 90% of the same hypothetical new building req'ts.
(for hospital, deadline to rebuild was 2013, can be extent to 2020)

A hospital is not an essential services building. It's an essential facility building. Different things.
Conversion to ESB requires greater seismic and fire protection criteria, but are there specific choices in a sample question you're looking at, or are you just asking generally?
