Does A201 extend responsibilities from owner to consultant?

I have study material that tells me a201 extends rights and responsibilities from owner to contractor to subcontractor and from owner to architect to consultant (thats it - it does not say it can do this; it just says a201 does this). I got the following practice question: An Architect contracts with a Structural Engineer to provide structural engineering services for a project. Who is responsible to the Owner for the adequacy of the structural system? I answered architect and engineer because of that study material. The answer was just architect. I searched the a201 contract for the word consultant and read every instance. Not once does it describe extending rights and responsibilities. So is my study material wrong?

Subs and consultants must abide by the terms of the primary contract; however, contractual responsibility can only be between parties to the contract.
