Who decides the substantial completion date?

I've read that the architect determines the date of substantial and final completion, which he or she does in b101 with the owner at the beginning of the project. This date can change later based on the architect's developing designs and the contractor's schedule of the work right? I've also read the contractor decides when the building can be occupied by the owner and then issues the certificate for substantial completion to the architect (or does he or she just tell the architect the building is substantially complete - I think I've read it both ways) who submits the form to the owner right? So who really decides the substantial completion date?

AIA B101
3.6.6.1 The Architect shall:
1. conduct inspections to determined the date or dates of Substantial Completion and the date of final completion.
2. issue Certificates of Substantial Completion
3. forward to the Owner, for the Owner's review and records, written warranties and related documents required by the Contract Documents and received from the Contractor, and,
4. issue a final Certificate of Payment based upon a final inspection indicating that, to the best of the Architect's knowledge, information, and belief, the Work complies with the requirements of the Contract Documents.

Okay but why are my study materials always saying the contractor decides when the building is substantially completed and notifies the architect. And can't the contractor's schedule affect the date?

I've read it although I didn't know they were available with commentary which is great. But what I'm asking about is the nuances of how the substantial completion is determined not simply what the contracts say. But whatever I got it thanks.

All you need to know is in A201. If you start playing with nuances you'll just confuse yourself and do nothing to help you pass.

ok I've read A201, just want to know how decides the substantial completion date from the beginning of the contract, I know contractor decides when the building is ready to be occupied by the owner.
B101 says architect shall submit for owner approval a schedule of performance of A's services, then says it shall include the dates of commencement of construction and substantial completion .
OWNER?
CONTRACTOR?
ARCHITECT?
please explain and I promiss I'll go back and read A201 again lol

just wondering how they set the date at the beginning of the contract for LIQUIDATED DAMAGES, if the architect is to determine when the building is substantially complete during construction
