The only thing I can think of is some sort of incentive to finish early. Almost the opposite of liquidated damages. I think this provision is common in private work. In my state, it is not typically included in public work contracts.
I can't think of a delivery method or contract that would intrinsically make a contractor work faster. In general, they work as fast as they can regardless of the contract. I suppose an hourly cost plus type of job could incentive someone to work slower... but even in cost plus work, there is typically a maximum duration of construction stipulated in the contract.
