Under AIA B101 commissioning is additional service for architect scope of work, is contractor required to conduct commissioning before project close out?

It's my understanding that Commissioning begins early on in the design phase and carries through the project. The Contractor plays a part in Commissioning during construction when systems are installed and tested against the Commissioning Plan. See the link above and review the info. Commissioning is listed as an added service because typically they are another consultant that needs to be hired during design. The contract is also presupposing the owner wants to have the Commissioning agent brought on board during the design phase. A good idea for all the reasons noted above. Sometimes Owners carry the contract with the commissioning agent themselves, but the Architect could/would still be entitled to an additional service as it is another entity to manage during the design phase. Some owners wait until construction begins to hire the commissioning agent and at that point, they are more of an on-site QA/QC set of eyes for the MEP systems installation. In that case, I would argue the Architect is not entitled to additional services. Contractors typically do not commission anything in this context... they will however perform startup procedures on specific systems/equipment and are obligated for correctly installing work.
