In a nutshell:
The Owner's budget needs to have all aspects of the project. A/E fees, land acquisition costs, financing costs, construction costs, a contingency fund or funds, sales tax (as that is typically excluded from construction contracts), moving expenses, permit fees, inspection costs... etc. etc. and certainly Fixtures, Furniture and Equipment (FF&E)
The Architect's budget is anything the owner is asking the architect to manage financially. This could be simply their fee and associated engineer's fees. It could also include cost estimates for the work itself.
The Contractor's budget is typically limited to what they are managing... the cost to actually build the building.
