In what order should the following project close out activities take place?
I. preparing the final certificate for payment
II. compiling punch list
III. issuing certificate of substantial completion
IV. receiving notification from the contractor that the project is ready for final inspection
V. releasing the final payment to the contractor after consent of surety is received

A. II, III, V, IV, then I
B. II, IV, III, V, then I
C. IV, II, V, I, then III
D. IV, V, II, III, then I

I don't think A, B, C, or D are correct. I would have said it should be II, IV, III, I, then V. Ballast says the answer is B.
What am I missing here?

In my copy, it said "V-receive consent from surety for release of final payment".
That makes V before I, hence B is the correct answer.

When it is worded that way it makes sense.
Maybe they updated it and my copy is an older version.

According to the A201, the sequence is: II; III; IV; V; I.

There are two inspections that the A201 specifies for the Architect in Art 4.2.9...to determine the date for Substantial Completion AND the date of final completion. But I guess that if we have to choose the best answer from those given, then answer B could be construed to mean the Contractor's Punch list was done at the same time as the request for final inspection...?

Art 9.8.2 - Contractor prepares Punch list and sends to Arch (II)

Art 9.8.4 and 9.8.5 - When Arch considers the (Punch list) work by Contractor is Subst. Complete, Arch prepares and submits Cert of Substantial Completion. If Surety consents, retainage is released (III)

Art 9.10.1 Contractor submits written notice that work is ready for final inspection and final Application for Payment (IV)

Art 9.10.2 - Consent of Surety is to be submitted before final payment (V)

Art 9.10.1 - Arch prepares Final Cert of Payment to certify that entire remaining balance is due the Contractor (I)
