Ballast question - correct answer

The ballast questions and explanation mentions contractor submits the certificate of occupancy, doesn't the building inspector provide an occupancy certificate?
Do they give it to Contractor and then contractor gives it to Owner?

The contractor submits the paperwork to the AHJ (authority having jurisdiction) and the inspector provides an occupancy certificate. The contractor then gives it to the owner/architect and in most cases it is needed for substantial completion. At this point, the owner can occupy the property. You may want to call your AHJ just to verify this.

Owner is responsible for certificate of occupancy.

Aree2015, sorry I missed where you asked who's responsibility it was for certificate of occupancy. I thought your question was based on the explanation of a ballast question.

Contractor is not responsible for certificate of occupancy. That's between the owner and the AHJ.
