Do specs take precedence over drawings if there is an inconsistency?

This question has been asked one thousand times.

No, specs does NOT automatically take precedence over drawings. The GC needs to bring it to the attention of the architect and asks architect for interpretation. Read the AIA documents for detailed info. it is in there.

There is no "versus" between specs and drawings.
They work together and complement (as in complete) each other.
Required by one means required by all.

Memorize the location in the project manual since you may need to quote it to the contractor during CA.
