Universal design deals with building environments that are universally accessible - elderly that aren't neccessarily disabled, those with disabilities, small children or those with permanent, temporary or short-term accessibility issues/challenges (a pregnant woman or little people) and are functional for able-bodied persons as well. It addresses a range of needs from different users with varying levels of ability and delivering a single, integrated solution that satisfies those different user groups.
You can find more on it with a Google search. Some examples as well.
