Reference Specs vs Performance Specs

To my understanding a performance spec discussed the resulting performance of an item. The reference spec says that the item must satisfy requirements of a municipality, government, etc. In the example of this book they say it is performance based and list the required results but also state it must be tested in accordance with ASTM and approved by UL. So wouldn't this be a reference spec, or just a precautionary note?

A reference spec does not reference a government or municipality.

Reference specs require compliance with, well, references. Sometimes governments produces similar standards that can be references (example: Unified Facilities Criteria). Most times independent groups create them. References are professional standards like ASTM, ANSI, AISC, ACI, etc. etc.

A performance spec doesn't discuss anything.

Specs also do not say anything. They communicate requirements.

The spec in your attachment is mixed with performance and reference requirements. Can you guess which parts are performance and which ones are reference?
