ACCORDING TO KAPLAN: PUNCH LIST IS PREPARED BY THE GENERAL CONTRACTOR.
ACCORDING TO BALLAST: PUNCH LIST IS CREATED BY ARCHITECT.

ACCORDING TO BALLAST: SUPPLEMENTARY CONDITIONS MAY ACCOMODATE: GOVERNMENTAL REGULATIONS, LOCAL LAWS WHILE ON SOME OTHER NOTES, THIS APPLIES TO SPECIAL CONDITIONS.

AT THIS POINT I DONT KNOW WHICH ONE TO FOLLOW!!! IM READING FIRST BOTH BOOKS AND LATER EXPANDING ON THE AIA DOCUMENTS
ANY SUGGESTIONS?

According to AIA contract documents, the punch list is prepared by the contractor, and the architect can add to it after it has been prepared.

Supplementary conditions modify things already in A201, otherwise they are special conditions.

Insurance requirements are perhaps the most common supplemental item.

Things like union/non-union gates & work hours are special.

Again, it's really simple. If the topic exits in A201 and you need to modify/clarify/amend/enhance, the information goes in supplementary conditions.

Anything not already in A201 is a special condition.

Two other things to consider/remember:

1) A201 itself should never be edited.
2) There is no official aia document called "Special Conditions".

That makes it perfectly clear. Thank you for that explanation! I understood the difference, but now I ***REALLY*** understand the difference. :)
