Mechanical Room - Ceiling?

First Post in what is my go-to source for good information on the ARE's - thanks Coach and everyone else for a great community!

On the 4.0 Building Section Vignette, there is no 2nd floor structure at the Mechanical Room, or a door from Level 2 - this means there is no second floor here, and there COULD be a "ceiling" down at the first level, with the ducts branching off wherever they need to above since this is all interstitial space; branching up above the Lab at 15', and up to feed the second level even higher that (resulting in the "duct running outside" issue people often cite).

But let's talk hypothetically. If on the vignette, the Mechanical Room was not inside the Lab volume, but inside the two story volume, and if it had a floor (and door) at the second level, would all ducts need to live in the interstitial space above this level, even the one feeding the Lab down at 15'-0" ? It doesn't say "all roofs and ceilings level - except the mechanical room." So, coming out to stay above the Lab ceiling would put that duct BELOW the required 9'-0"... OR even though the Lab ceiling height is required to be 15'-0", you'd have to raise the structure of the Lab roof so the ceiling was >15' to allow the duct to pass through the bearing wall and into the interstitial space above the lab while still keeping it above the 9'-0" ceiling for the brief time it is on the two-story side.

This brings the requirement for flat roofs and ceilings in direct conflict with the 15'-0" ceiling height in the Laboratory... And the only other option would be to satisfy both the high duct and low ceiling, which would result in a beefed-up interstitial space in the lab, which violates the directive to use the minimum required dimension. So, what would be the governing instruction from the program in this hypothetical situation?
